It requires a Cosmetic Product Safety Report (CPSR) to be prepared by a qualified Safety Assessor before entry into the market, prohibits animal testing of finished products/ingredients, and has restrictive lists (Annexes) of prohibited (and restricted and permitted) colorants/preservatives/UV filters. The post-market surveillance system of the United States (FDA) has voluntary registration (VCRP). The FDA can implement action against faulty or misbranded products and is strict on colour additives. Most cosmetics imported to China are required to undergo mandatory pre-market registration or notification, where certain tests are to be carried out in Chinese certified labs.
